The Line Item Nobody Read Twice

The engineer’s report runs forty-three pages. The board has read maybe ten of them closely — the ones with the numbers on them. Structural reinforcement. Concrete spalling. Rebar corrosion. A special assessment big enough that someone at the table is already doing math on how they’ll afford it.

This is a Florida condo board meeting in 2026, and everyone in the room knows exactly why they’re having it. Since Surfside, SB 4-D has forced buildings three stories and taller — anything 30 years old, or 25 if it’s near the coast — through mandatory milestone inspections and structural integrity reserve studies. Boards that used to defer maintenance indefinitely now have to put a number on the wall and a deadline next to it. It has been, by any measure, a painful and necessary correction.

But structural integrity was never only about concrete.

Buried in most of these reserve studies, in a section nobody reads twice, are the building’s life-safety systems — fire pumps, emergency lighting, elevator recall. Systems that, by code, need to keep running when the grid doesn’t. In a lot of aging South Florida buildings, “keep running” depends on a backup generator that is exactly as old, exactly as deferred, and exactly as under-inspected as the structural issues that triggered this whole process in the first place.

Compliance Was Never the Finish Line

SB 4-D exists because “it passed inspection last time” stopped being good enough for concrete. The same logic applies to the equipment that’s supposed to keep people safe during a structural or grid emergency — and yet backup power rarely makes it into the same conversation as the roof, the balconies, or the seawall.

The reserve study accounts for the roof. It rarely accounts for what happens when the roof is fine and the power still fails.

Think about what’s actually riding on a condo’s backup system. Elevator recall for residents who can’t take the stairs. Fire pump pressure for a building where the fire department’s first assumption is that the internal systems are working. Emergency lighting in stairwells during exactly the kind of event — hurricane, grid failure, storm surge — that these buildings are already engineered to survive structurally. A structurally sound building with a fire pump that doesn’t have the backup power to run isn’t actually a safe building. It’s a safe building with an asterisk.

What Boards Are Missing

Most boards handling SB 4-D compliance are working with structural engineers, not power specialists — which means the backup power question often goes unasked entirely, or gets a cursory nod (“we have a generator”) without anyone checking whether it’s sized correctly, load-tested, or serviced on a schedule that matches the building’s actual risk profile.

A generator that was adequate for a building’s electrical load fifteen years ago may not be adequate now. Buildings add EV chargers, upgraded HVAC, expanded amenity spaces — all of it draws more power, and none of it automatically gets reflected in whether the emergency system can carry the new load. The same way a structural engineer wouldn’t sign off on a building without inspecting the actual concrete, a backup power assessment shouldn’t be a rubber stamp based on the unit being present and turning on during a monthly test.

The Question Every Board Should Be Asking

Not “do we have a generator,” but: does it meet the building’s current electrical demand, has it been load-bank tested under real conditions, and is there a maintenance record that would hold up to the same scrutiny SB 4-D just brought to the parking structure?

Condo boards are already living through the most expensive lesson in deferred maintenance Florida has ever produced. The building’s power system doesn’t need to be the next chapter of that lesson.
